Adding four countries (Norway, Denmark, Czechia, Slovakia). This is Czechia's gate issue,
per .claude/skills/add-country/.

Deliverable: docs/country-cz.md in the docs/country-gr.md reference shape (R129–R136).

Research verdict (2026-08-24): GO on every shared layer, from one source, no credential

Czechia is the cheapest country in this batch and possibly the cheapest since Finland.
ČÚZK's ZABAGED® polohopis covers every shared layer on its own, is anonymous WFS plus a
bulk GeoPackage download, and is explicitly CC BY 4.0 per dataset. No importer provider
is needed. Both *.cuzk.cz and *.cuzk.gov.cz answer; pin .gov.cz.

places is the striking one: name, population and settlement type in one point layer,
no join to a statistics office. Poland and Greece both needed a population join.

au:AdministrativeUnit (250 units, nationalCode = 1 is the state) and
au:AdministrativeBoundary. Anonymous. Geometry is heavy — 3 features came back as 4.1 MB.

Land cover: CORINE via the existing clms: provider is the identity mapping (R116); NUTS0
is CZ, so the Greece EL-vs-GR trap does not apply. ZABAGED's own land classes are
finer but a different vocabulary — record as the later upgrade, not the pilot.

Licence — clean and machine-checkable

atom.cuzk.cz links CC BY 4.0, and the Czech open-data standard publishes structured
podmínky užití per distribution. ZABAGED's resolves (as JSON-LD) to
exactMatch: …/authority/licence/CC_BY_4_0, autor: Český úřad zeměměřický a katastrální.
This is a per-dataset assertion, which is exactly what Greece's ΥΠΕΝ records lack.
Attribution owed to ČÚZK.

Open items

waterways names: Vodní_tok has idvt but no name; the join target is
DIBAVOD / CEVT (VÚV TGM). Confirm licence and the join before the waterways issue.
Strahler connectivity of Vodní_tok is plausible (surveyed network, basin codes)
but untested.
Lanová_dráha__lyžařský_vlek mixes cable cars with ski tows — needs a split rule.
ŘSD ČR road GIS was reported fee-bearing during research and was not re-verified.
It does not matter — ZABAGED carries roads with class and number under CC BY 4.0 — so
record ŘSD as "not pursued (ZABAGED supersedes)" rather than as a rejection.

Border tests (R135): Czechia borders Poland (already imported) and Slovakia
(catalogued in this same batch).
