Blocked on #226 (the ZBGIS /query re-test); gated on #213 and #216.

The classed source

ZBGIS MapServer https://zbgis.skgeodesy.sk/zbgis/rest/services/ZBGIS/MapServer
(HTTP 200, 92 layers, maxRecordCount = 1000):

  • layer 22 Cesta — fields RTN (route number → ref), RDT (road
type), RST (surface), SMC, WD2 (width), EXS, LOC; layer 23
    Chodník for paths
  • layer 37 Železnica — RRC (railroad category), RRA (power source →
    electrification), RGC (gauge), EXS

These are DIGEST/VMap-style coded fields; enumerate the domains before mapping onto the
shared enums.

The fallbacks, and why neither is free

  • CDB (Cestná databanka, SSC) INSPIRE WFS
    https://ismcs.cdb.sk/inspire/services/INSPIRE/Inspire_download/MapServer/WFSServer →
    RoadLink = 132 181, anonymous, CC-licensed, namespace SK_SSC_2020-12-02. But
the INSPIRE profile is stripped: geographicalName_void = 1, no functional class.
Geometry without semantics — same trap as Denmark's roadlink.
  • ŽSR "Jednotná železničná mapa – vektorové údaje AS IS"
    https://gisgeo.zsr.sk/geoserver/public/ows → JZM_LvALL_Line_public 1 315 888
features whose attributes are ELEMTYPE, LVNUMBER, COLORRGB, STYLE,
    WEIGHT, MAPNAME
, in 4-metre segments. This is a CAD drawing exported through
WFS, not a topological rail network
    — importing it would render a picture of a map, not
a railway. Reject on shape (record it under R136 with that reason, not as a licence
    problem).

Border test (R135/R126)

Slovakia meets Poland (imported) and Czechia (#212, landing in the same batch). The
CZ–SK crossings are the project's first chance to get a border right on the first import
of both sides
, rather than retrofitting it — coordinate with #222.
