Slovakia: re-test the ZBGIS MapServer /query endpoint — it blocks every layer except mask and cover #226

Gated on #213. This is an investigation issue and a blocker for most of Slovakia, so it
is worth doing before any Slovak layer issue is picked up.

The situation

https://zbgis.skgeodesy.sk/zbgis/rest/services/ZBGIS/MapServer?f=json returns HTTP 200
with 92 layers, Query advertised, maxRecordCount = 1000. That 92-layer list is
Slovakia's R6 full published class list and it maps cleanly onto almost every ismap layer:
22 Cesta (with RTN route number, RDT, RST), 37 Železnica,
35 Vodný tok (NAM), 73 Vodná plocha (NAM), 10 Prameň,
19 Vodopád, 41 Budova, 62 Plocha letiska, 100 Štandardizovaný názov
(NAM + CAT).

But every …/MapServer/<id>/query?… call returned HTTP 503, twice, about twenty
minutes apart, serving the cadastre portal's Slovak load-shedding page ("if the system does
not respond immediately, it is due to a large number of queries").

Why this is not yet a verdict

Layer metadata returns 200 throughout, the host has an A record, and the box's missing
IPv6 route is not involved. This is the server shedding query load, not an unreachable
source — and per the Greece lesson, a source ruled out on a transport-layer symptom never
gets re-examined. So: re-test, at a different time of day, before anyone concludes anything.

What this issue should produce

  1. A verdict on whether /query is reliably usable.
  2. If it is: a note on the paging cost. At maxRecordCount = 1000, Cesta or
Budova nationally is tens of thousands of paged requests against an endpoint that is
already shedding. That is an import-design risk regardless of whether it works once.
  3. If it is not: find ÚGKK's bulk-download route ("na stiahnutie" on geoportal.sk), or
fall back to CDB RoadLink (132 181 links, anonymous, but INSPIRE-stripped of
classes) plus a class join from somewhere else.
  4. Either way, resolve where tram and station geometry live — neither appears in the
92, and Lanovka, vlek mixes cable cars with ski tows.
