Adding four countries (Norway, Denmark, Czechia, Slovakia). This is Norway's gate issue:
catalogue the sources and make the go/no-go call, per .claude/skills/add-country/.

Deliverable: docs/country-no.md in the docs/country-gr.md reference shape — the
available → imported → worth-importing table, a licence per source (R2), a provider and
fetch-mechanics line per source (R130–R136), and a documented verdict per shared layer
(R11/R13), including "no acceptable source" as a written fact rather than an import gap.

Research verdict (2026-08-24): GO on every shared layer

Norway is the strongest of the four. No credentialed source anywhere. Every endpoint
below was fetched live; all hosts resolve over IPv4, so the Greece IPv6-vantage trap does
not apply.

  • Kartverket N50 Kartdata (ea192681-d039-42ec-b1bc-f3ce04c189ac) —
AccessConstraints: "Åpne data", CC BY 4.0. Verified by actually ordering and
    unpacking two municipalities
(Fedje 4633, Alvdal 3428), so the feature-type names are
from delivered GML, not a product spec: Veglenke (with vegkategori E/R/F/K/P and
typeVeg enkelBilveg/traktorveg/sti), Bane (anleggstype, banestatus, sporantall),
Stasjon (navn — named), Innsjø (+ vatnLøpenummer join key), ElvBekk /
ElvMidtlinje / InnsjøMidtlinje (the throughflow centrelines a Strahler network needs),
Bygning (gml:Surface — footprint polygons, not points), StedsnavnTekst
(fulltekst, a three-level navneobjekttype taxonomy, and språk).
  • Geonorge's download API is an order→deliver flow and it is completely anonymous.
POST https://nedlasting.geonorge.no/api/order with no email, no account and no token →
HTTP 200, file ReadyForDownload, zip downloaded and opened. The area codelist has 373
entries including landsdekkende code 0000 "Hele landet" — the whole country is one
    order, not 357 municipalities.
  • NVDB Vegnett (CC BY 4.0, Geonorge) for road ref and street name, which N50 lacks.
  • NVDB API LES v4 — and a trap: v3 now returns HTTP 400 code 4018 and is being
    decommissioned.
Pin https://nvdbapiles.atlas.vegvesen.no/ (v4, verified live and
anonymous). Its data catalogue (424 object types) carries 770 Ferjesamband and
64 Ferjekai — so the road source does mark boat crossings and ferries is a
required layer, not an optional one.
  • Stedsnavn (komplett SSR) CC BY 4.0; Administrative enheter kommuner CC BY 4.0;
NVE ELVIS elvenett and NVE Innsjødatabase NLOD; Entur aggregated GTFS + NeTEx
NLOD, plain anonymous GET (verified HTTP 206 on both zips).

What this issue produces

  1. docs/country-no.md with the catalogue, licences and per-layer verdicts (R129–R136).
  2. A written go/no-go per shared layer.
  3. Pinned, fetchable URLs for the pilot layers, ready for the pilot issue.

Decisions this issue must record, not defer

  • Svalbard and Jan Mayen scope. The Geonorge area codelist is mainland (15 fylke /
357 kommune) and Svalbard place names are a separate Norsk Polarinstitutt dataset, which
argues for mainland-only. That is a decision, not a finding — write it down either way.
  • water_points and airports: N50's full object catalogue has not been enumerated;
the class list above comes from two delivered municipalities. R6 says check the provider's
complete published class list before writing either a GO or an absence.

Border tests (R135): Norway borders Sweden and Finland, both already imported — the
first two-imported-neighbour case in the project. Svinesund (E6) and Kilpisjärvi (E8).
