Gated on #210, #217 and #219 (the geonorge: provider).

Norway splits the roads layer across two Kartverket products, both CC BY 4.0 and both
verified live 2026-08-24:

  • N50 Veglenke — the class hierarchy, confirmed from delivered GML (Alvdal 3428,
    4 066 links): vegkategori ∈ {E, R, F, K, P} (Europa-, Riks-, Fylkes-, Kommunal-,
Privat veg) and typeVeg ∈ {enkelBilveg, traktorveg, sti, …}, plus
vegfase (V = existing). That is a full ladder including track and path. It has no
road number and no street name.
  • NVDB Vegnett (ad17eb84-b6b7-4fd1-99d9-b1b920421705, Geonorge, SOSI) — the same
network with vegsystemreferanse, i.e. E6, Rv3, Fv17. Recommend this as the primary
    and N50 as the cross-check.

The v3 trap — do not pin the old API

https://nvdbapiles-v3.atlas.vegvesen.no/… now returns HTTP 400 code 4018: v3 is being
decommissioned and refuses unregistered clients. Pin
https://nvdbapiles.atlas.vegvesen.no/ (v4), verified live and anonymous — it needs an
X-Client header but accepts any value. For a full-country import a bulk Geonorge order
beats the API; use the API for spot checks and for object types the bulk product omits.

Border test (R135/R126)

Norway meets Sweden at Svinesund (E6) and Finland near Kilpisjärvi (E8), and both
neighbours are already imported. This is the project's first two-imported-neighbour case,
and the E6 crossing is the direct analogue of the Tornio–Haparanda E4 test that already runs
on the roads contract: same road_class both sides, same ref, 0 m gap. Add it.

Acceptance tests in the same commit; make acceptance tally in the PR.

Gated on #210, #217 and #219 (the geonorge: provider). Norway splits the roads layer across two Kartverket products, both **CC BY 4.0** and both verified live 2026-08-24: - **N50 `Veglenke`** — the class hierarchy, confirmed from *delivered GML* (Alvdal 3428, 4 066 links): **`vegkategori`** ∈ {E, R, F, K, P} (Europa-, Riks-, Fylkes-, Kommunal-, Privat veg) and **`typeVeg`** ∈ {`enkelBilveg`, `traktorveg`, `sti`, …}, plus `vegfase` (V = existing). That is a full ladder including track and path. **It has no road number and no street name.** - **NVDB Vegnett** (`ad17eb84-b6b7-4fd1-99d9-b1b920421705`, Geonorge, SOSI) — the same network *with* `vegsystemreferanse`, i.e. E6, Rv3, Fv17. Recommend this as the primary and N50 as the cross-check. ## The v3 trap — do not pin the old API `https://nvdbapiles-v3.atlas.vegvesen.no/…` now returns **HTTP 400 code 4018**: v3 is being decommissioned and refuses unregistered clients.
