Greece roads: TEN-T (Egnatia Odos, CC BY 4.0) is a national source today — the #171 ABSENT verdict is too strong #180

docs/country-gr.md (issue #171) calls roads the layer that "keeps Greece from being a
full first-class country": "no official, non-OSM, permissive national road-centreline
geometry"
, closable only via the ministry's non-downloadable inventory at doy.ggde.gr
"or a future official release". That is too strong. A national, official, CC BY 4.0 road
centreline dataset is downloadable today, over plain IPv4 HTTPS, with no credentials —
and the ΔΜΕΟ ministry network the catalogue calls unavailable is in fact published, just
not as one national file.

1. TEN-T Greece — usable now, verified by download

  • Publisher: ΕΓΝΑΤΙΑ ΟΔΟΣ ΑΕ – Παρατηρητήριο Εγνατίας Οδού (Egnatia Odos SA, state-owned,
and its Observatory) — an official road authority, not an aggregator.
  • Licence: CC BY 4.0, asserted per-dataset. No R2 gap.
  • Updated: 2026-04-28 (issued 2025-11-17). Actively maintained.
  • Fetch: one plain GET, no auth, IPv4-reachable —
    https://data.gov.gr/dataset/a0fbc19d-d561-44eb-9b99-eea9e4d9a0e8/resource/a0a20760-3537-49f4-b879-a587d77b5783/download/tentgreece.zip
(2.6 MB). Fits downloads: as-is; no provider needed.

Downloaded and measured 2026-08-20 (TEN_T_Greece_Dissolve.shp):

  • 4 853 km of road centreline, EPSG:2100 (Greek Grid — same as the ΥΠΕΝ sources).
  • bbox x 175 370..713 466, y 3 874 314..4 623 632 — the whole country including Crete,
    not a mainland corridor.
  • A clean 5-value classification in Greek and English (TEN_T_GR, TEN_T_EN):
Core Network, Core Network to be upgraded, Comprehensive Network,
Comprehensive Network to be upgraded, Comprehensive Network New Construction.
That maps onto road_class with no invented semantics.

Be honest about what it is not. Three real limitations, all of which belong in the
config comment rather than in a surprise later:

  1. It is the trans-European tier only — motorway/primary. Greece's full road network is
    ~117 000 km; this is 4 853 km. Good for roughly z5–z10, not a z13/z14 street network.
  2. It ships dissolved into 5 multipart features, one per class. ST_Dump splits them,
but there are no per-road names or refs — no ref = 'A1'. R63-style ref handling has
    nothing to read.
  3. Comprehensive Network New Construction is road that does not exist yet. It must be
filtered out or the map draws unbuilt motorway.

2. ΔΜΕΟ — the ministry network is published, just fragmented

The catalogue says the ΓΓΔΕ/ΔΜΕΟ inventory is "not publicly downloadable". It is: many
municipalities republish it on data.gov.gr under CC BY 4.0, served from GeoServer with
outputFormat=application/json and SHAPE-ZIP, EPSG:2100, described as
"Πηγή ΓΓΔΕ - ΔΜΕΟ. Τελ. Ενημέρωση 13/12/2022". Verified example (Δήμος Σύρου-Ερμούπολης):

https://syros.getmap.gr/geoserver/wfs?service=WFS&version=2.0.0&request=GetFeature&typeNames=syros:roa_lin_odiko_dmeo&outputFormat=application/json

21 features, extent ~6 × 10 km — a municipality clip. Crucially it carries the real
ΔΜΕΟ functional classification: category (int) and eidos (e.g. Δευτερεύον Επαρχιακό —
"Secondary Provincial"), i.e. the Εθνικό / Επαρχιακό × Πρωτεύον / Δευτερεύον hierarchy.
That is exactly the road_class signal TEN-T lacks. No single national ΔΜΕΟ file surfaced.

3. Regions publish region-wide, and 13 of them tile the country

Περιφέρεια Κρήτης serves the whole island — not a municipality clip:

https://gis.crete.gov.gr/geoserver/wfs?service=WFS&version=2.0.0&request=GetFeature&typeNames=gisvec:roa_lin_roads&outputFormat=application/json

487 features, 711 km, extent 247 × 53 km (Crete is ~260 × 60 km), EPSG:2100, with
ar_odoy (road number, e.g. SRΝ.Ε.Ο.90 = national road 90), category_1/category_n/
category_p hierarchy, transeu (trans-European flag), status, and f_code (AP030).
Names and numbers — the thing TEN-T is missing.

The proposed verdict change

roads is not ABSENT. It is GO at the motorway/primary tier today via TEN-T, with
two documented routes to a denser network:

  • Now, cheap: TEN-T alone. One download, CC BY 4.0, national, 5-class, current.
Delivers a credible Greek road layer at coarse and mid zooms.
  • Denser, more work: assemble the 13 regional WFS (schema drift between regions is the
risk, and it needs checking region by region), or ask ΔΜΕΟ/ΓΓΔΕ for the national file the
municipalities were all clipped from — a much better ask now that we know it exists and is
already being republished CC BY 4.0.

Suggested sequencing: land TEN-T first as its own layer with the three limitations written
into the config comment, then treat the regional/ΔΜΕΟ assembly as a follow-up that replaces
it rather than blocking it.

Part of #44; supersedes the roads row of the #171 catalogue.

`docs/country-gr.md` (issue #171) calls roads the layer that "keeps Greece from being a full first-class country": **"no official, non-OSM, permissive national road-centreline geometry"**, closable only via the ministry's non-downloadable inventory at `doy.ggde.gr` "or a future official release".
