Greece (issue #44), first bite: catalogue the sources and make the go/no-go call.

The goal is docs/country-gr.md in the reference shape (docs/country-finland.md): the
available → imported → worth-importing table, with a licence per source (R2), a provider
and fetch mechanics line per source (R130–R136), and a documented verdict per shared layer
(R11/R13) — including "no acceptable source" as a written fact, not an import gap.

This is the gate issue: every per-layer Greece issue (country_borders, water, roads,
places, rail/transit/stations, airports, buildings, ferries) is filed only once this lands.

Known leads from initial research (2026-08-19)

  • Landcover — CONFIRMED. enum.landcover in conf/shared/enums.yaml is the 44-class
CORINE nomenclature, and CORINE Land Cover 2018 (Copernicus) is pan-European and covers
Greece. Greece's cover is an identity mapping (the conf/fi/03-cover.yaml pattern) — no
semantic judgement, no new vocabulary, no style change (R116). The exact CLC 2018 vector
download URL for Greece must be pinned here.
  • Boundary / mask — LEAD, licence UNKNOWN. The Hellenic Cadastre (KTIMATOLOGIO / ΥΠΕΝ)
exposes national land/parcel data through the ktimanet.gr geoportal as INSPIRE WFS/WMS
services. The licence is undeclared in the data.gov.gr metadata and must be confirmed
against the source portal before wiring anything (R2). The INSPIRE user guide is at
    https://www.ktimanet.gr/geoportal/HC_Geoportal_User_Guide.pdf; direct service endpoints
need to be pinned from it (my guessed WFS/WMS paths 404'd / blocked).
  • Roads / water / places / rail / transit — OPEN, likely the real go/no-go. data.gov.gr
(the national open-data portal, CKAN) mostly carries National Access Point real-time
feeds (road weather, travel times, toll tables) — not network geometry. No national
road-centreline, hydrography or settlement source surfaced. Note the R1 risk: several
known Greek road datasets (e.g. Athena RC's "OpenRoads") are OSM-derived and must be
    rejected.

What this issue produces

  1. docs/country-gr.md with the catalogue, licences and per-layer verdicts.
  2. A written go/no-go: which of the shared layers Greece can import from acceptable
sources, and which are documented absences (R11/R12/R13).
  3. Pinned, fetchable URLs for the pilot layers' sources (Cadastre boundary + CLC), ready
    for the pilot issue.

R5/R6/R2 are the requirements; docs/country-requirements.md is the spec.
