#171: Greece — the source catalogue and go/no-go gate
Closes #171
The catalogue lives in
docs/country-gr.md, in the reference shape(docs/country-finland.md): the available → imported → worth-importing table, a licence per
source (R2), a provider and fetch-mechanics line per source (R130–R136), and a documented
verdict per shared layer (R11/R13) including the written absences.
The go/no-go
Go, with five shared layers and seven documented absences. Greece has permissive,
official, non-OSM sources for the mask, land cover, water and places, and for transit. It
has no official, non-OSM, permissive national road-centreline, rail-line, airport or
ferry-route geometry — those four (plus
water_pointsandbuildings) are documentedabsences on source truth, not import gaps. This is exactly what the gate issue was for:
the pilot (#172, mask + cover) and the transit/places/water layers all have real sources
and should proceed; roads is the layer that keeps Greece from being full first-class.
Research method
Four parallel research passes (boundary+mask, CORINE URL, roads, water/places, rail/transit),
each against the official portals only, with the OSM-derived trap explicitly in scope. The
load-bearing endpoints were then verified live from this machine:
wfdservices.ypeka.gr/geoserver/WFD_geodata_50K/wfs—perifereies(13 Region polygons,EPSG:4326),
oikismoi(13 548 settlements withkalcode),gr_rwb_50k_greece(namedriver systems),
gr_lwb_50k_greece(73 lake polygons). All return real GeoJSON, no auth.gis.floods.ypeka.gr/geoserver/floods_rev1/wfs— unnamed river centrelines.Key findings
is offline (
ktimanet.gr/geoportal404 / non-resolving) and its remit is cadastral parcels, not a national outline. The real boundary source is the ΥΠΕΝ administrative division
(
perifereies, 13 Regions — the Kallikratis reform), dissolve to the national outline. An archipelagic mask, Iceland-style (R108).
EIONET direct-zip URLs are dead (they return the SPA page). The fetch path for #172 must
use the CLMS download API or the full-Europe GeoPackage clipped to
GRC. Licence is fine(Copernicus full open access). This is a real change to how the pilot fetches land cover.
data.gov.gr (permissive by portal ToU, not by assertion — the one open R2 question), and
the OASA/ΟΑΣΘ GTFS records' licence field is unset (the City of Athens CC BY SHP files are
the unambiguously permissive fallback for stations).
Athena RC "OpenRoads" (OSM-derived), and Attiko Metro's GIS (CC-NC).
Left undone / uncertain
before those layers go live — it is the one R2 item left open.
TN-Roads contribution was not possible from this host (bot-walled); the no-roads verdict
rests on every reachable official Greek catalogue being empty of a national network, plus
the cadastre geoportal being offline. If a future official road source appears, the
catalogue updates.
which is what the gate issue asked for.
