Scope: make buildings a shared layer so it stops being Iceland-only and the three open per-country imports land into one contract.

Today (docs/style.md): style layers buildings_dots, buildings_icons, building_names read is/buildings — the R13 "Iceland alone" row. ismap_buildings exists; the other countries' imports are open: #102 (Sweden Topo 10 Byggnadsverk), #105 (Poland BDOT10k OT_BUBD_A), #109 (Finland MTK-rakennus).

Design:

  1. Contract first, against what the sources can provide — a buildings shared contract (footprint polygon, name?, importance/height? attributes) written next to the per-country R6 checks, not before them: the contract must be one set every source fills.
  2. Mechanism — same as the shared airports issue: include: + country: + wireSharedLayers, one MVT function on the shared map source, style layers read it, is loses its buildings layers and keeps the rest.
  3. First implementation may land with Iceland alone (single partition, still served from map) — but only with the contract already shaped by the three catalogues.
  4. Acceptance — R119-style per-country partition checks, decoded tile, CDP render.

Dependencies: #102, #105, #109 (data). Part of the is-only-style cleanup — siblings: shared airports (see the airports issue), contours, peaks.

Scope: make `buildings` a **shared layer** so it stops being Iceland-only and the three open per-country imports land into one contract.
