docs/country-gr.md marks waterways GO on the ΥΠΕΝ flood-directive service:

floods_rev1:el##_hntw | unnamed river centrelines | worth it — waterways; names
via spatial join to wb_name_el

Greece has 14 river basin districts (EL01–EL14). The service publishes 10:

GET https://gis.floods.ypeka.gr/geoserver/floods_rev1/wfs?service=WFS&version=2.0.0&request=GetCapabilities
→ el01_hntw, el02_hntw, el03_hntw, el04_hntw, el05_hntw,
  el08_hntw, el09_hntw, el10_hntw, el12_hntw, el13_hntw

Missing: EL06, EL07, EL11, EL14. Verified live 2026-08-20.

So waterways is a partial-coverage GO, not a clean one, and the catalogue does not say so.
That matters for two reasons:

  1. R34-style area/coverage reasoning will not hold for waterways the way it does for
cover — four basin districts will be empty, and a reviewer comparing against the mask
would read that as an import bug rather than a source gap.
  2. It is exactly the R11 situation the catalogue exists to record: a written partial
absence, with the district codes named, beats discovering it during the import.

Two things to do:

  • Record the gap in docs/country-gr.md (which districts, and that it is the source's
    publication, not our fetch).
  • Check whether the four are published elsewhere before writing them off — the flood-directive
service is organised per river basin district and the missing ones may simply live in a
different workspace or a later revision than floods_rev1. If they are genuinely absent,
the waterways acceptance test should assert the expected district set so a later
publication is noticed rather than silently ignored.

Part of #44.

`docs/country-gr.md` marks `waterways` **GO** on the ΥΠΕΝ flood-directive service: > `floods_rev1:el##_hntw` | unnamed river centrelines | **worth it** — `waterways`; names > via spatial join to `wb_name_el` Greece has **14** river basin districts (EL01–EL14). The service publishes **10**: ``` GET https://gis.floods.ypeka.gr/geoserver/floods_rev1/wfs?service=WFS&version=2.0.0&request=GetCapabilities → el01_hntw, el02_hntw, el03_hntw, el04_hntw, el05_hntw, el08_hntw, el09_hntw, el10_hntw, el12_hntw, el13_hntw ``` Missing: **EL06, EL07, EL11, EL14**. Verified live 2026-08-20. So `waterways` is a partial-coverage GO, not a clean one, and the catalogue does not say so.
