Scope: make peaks a shared layer so it stops being Iceland-only.

Today (docs/style.md): the peaks symbol layer (z11+) reads is/peaks — the R13 "Iceland alone" row. Per-country imports: #101 (Sweden Topo 10 hojdpunkt), #104 (Poland BDOT10k OT_RTPW_P), #108 (Finland — source decision first: MTK korkeuspiste is empty in the 2025 delivery, so DEM-derived spot heights or named fells from paikannimi; the #108 discussion leans toward named prominent peaks as an acceptable baseline).

Design:

  1. Shape first — a peak as a surveyed spot height (Iceland/Sweden/Poland) vs a named summit (Finland option) differ in attributes (name?, elevation?) — the contract follows whichever shape the R13 discussion settles, so #108's decision gates the contract's name/elevation columns.
  2. Mechanism — same as the shared airports issue: include: + country: + wireSharedLayers, one MVT function on the shared map source, style reads it, is loses its peaks layer.
  3. Acceptance — R119-style partition checks, decoded tile, CDP render.

Dependencies: #101, #104, #108 (data; #108's source decision gates the contract). Part of the is-only-style cleanup — siblings: shared airports, buildings, contours.

Scope: make `peaks` a **shared layer** so it stops being Iceland-only. Today (`docs/style.md`): the `peaks` symbol layer (z11+) reads `is`/`peaks` — the R13 "Iceland alone" row. Per-country imports: #101 (Sweden Topo 10 `hojdpunkt`), #104 (Poland BDOT10k `OT_RTPW_P`), #108 (Finland — source decision first: MTK `korkeuspiste` is empty in the 2025 delivery, so DEM-derived spot heights or named fells from `paikannimi`; the #108 discussion leans toward named prominent peaks as an acceptable baseline). Design: 1. **Shape first** — a peak as a surveyed spot height (Iceland/Sweden/Poland) vs a named summit (Finland option) differ in attributes (`name`?, `elevation`?) — the contract follows whichever shape the R13 discussion settles, so #108's decision gates the contract's name/elevation columns. 2. **Mechanism** — same as the shared airports issue: `include:` + `country:` + `wireSharedLayers`, one MVT function on the shared `map` source, style reads it, `is` loses its peaks layer. 3. **Acceptance** — R119-style partition checks, decoded tile, CDP render.
