Scope: make contours a shared layer so it stops being Iceland-only.

Today (docs/style.md): style layers contours, contours_index, contour_labels read is/contours — the R13 "Iceland alone" row. The other countries' imports are open: #101 (Sweden Topo 10 hojdlinje 5 m), #104 (Poland BDOT10k OT_RTLW_L poziomica), #107 (Finland MTK korkeussuhteet, 34 GB — the catalogue's size decision needs revisiting when this lands).

Design:

Contract — one attribute set all sources fill: elevation value, the index-line marker (e.g. a contour_index flag for the 5th/full-metre line, however each source marks it), label placement rule. Interval differs by source (Iceland 20 m, Sweden 5 m — confirm on the R6 checks) — the shared layer carries the value; the style decides which lines get labels.
Mechanism — same as the shared airports issue: include: + country: + wireSharedLayers, one MVT function on the shared map source, style reads it, is loses its contours layers.
Acceptance — R119-style partition checks, decoded tile, CDP render (index lines labelled, interval sensible at z10–13).

Dependencies: #101, #104, #107 (data). Part of the is-only-style cleanup — siblings: shared airports, buildings, peaks.
